Syria strikes putting "nail in Assad's own coffin," Panetta says

TUNIS (Reuters) - Attacks on the Syrian city of Aleppo are putting the nail in the coffin of President Bashar al-Assad's government, showing he lacks the legitimacy to rule, U.S. Defense Secretary Leon Panetta said on Sunday.

Panetta, speaking at the start of a weeklong trip to the Middle East and North Africa, did not offer any new steps the United States might take even as he renewed calls for a united international effort "to bring the Assad regime down."

Helicopter gunships opened fire over Aleppo on Sunday and the thud of artillery boomed across neighborhoods as government forces and rebels fought for control of the city.

"If they continue this kind of tragic attack on their own people in Aleppo, I think it ultimately will be a nail in Assad's own coffin," Panetta said, speaking to reporters shortly before landing in Tunis.

"What Assad has been doing to his own people and what he continues to do to his own people makes clear that his regime is coming to an end. It's lost all legitimacy," he said, adding, "It's no longer a question of whether he's coming to an end, it's when."

Panetta mentioned the need to "provide assistance to the opposition," but did not appear to signal any new support.

The United States has said it is stepping up assistance to Syria's fractured opposition, although it remains limited to non-lethal supplies such as communications gear and medical equipment.

Reuters has learned that the White House has crafted a presidential directive, called a "finding," that would authorize greater covert assistance for the rebels, but stop short of arming them.

Panetta said he expected Syria to loom large in talks this week with leaders in Israel and Jordan, and flagged concerns about the security of Syria's chemical and biological weapons sites and the flow of Syrian refugees.

His trip began with a visit to Tunisia, which Washington has held up as a model for democratic change in the Middle East after a popular revolt forced autocratic leader Zine al-Abidine Ben Ali to flee the country on January 14, 2011, touching off a wave of political unrest across the Arab world.

The North African country has since calmly elected its own government, defying predictions it would descend into chaos, while Ben Ali's secret police has been disbanded and the news media enjoy unprecedented freedoms.

Still, Panetta said Tunisia had growing concerns about how to deal with the threat from al Qaeda and how to protect its borders.

NO ISRAELI DECISION ON IRAN

Panetta's visit to Israel later in the week is expected to include discussions on the threat from Iran's nuclear program, and will follow U.S. Republican presidential candidate Mitt Romney visit there on Sunday.

Earlier on Sunday, a senior aide to Romney said the candidate would respect an Israeli decision to use military force to stop Iran from developing a nuclear weapon. Romney himself balked at repeating that position when asked by CBS' "Face the Nation" program [ID:nL6E8IT0OY].

Panetta declined to comment on the Romney aide's remarks but appeared to suggest an Israeli attack was hardly a foregone conclusion.

"With regards to where Israel is right now, my view is that they have not made any decisions with regards to Iran and that they continue to support the international effort to bring pressure against Iran," Panetta said.

As Romney tries to portray U.S.-Israeli ties as strained, Panetta said there was unprecedented defense cooperation between the two countries.

"I'm proud of the defense partnership that we've built over the past several years. The U.S.-Israel defense relationship, I believe, is stronger today than it has been in the past," he said.

After visiting Tunisia, Panetta is expected to travel to Egypt to hold talks with newly elected Islamist President Mohamed Mursi and military chief Field Marshall Hussein Tantawi.

Panetta said he would urge the Egyptian government to complete the transition to full civilian rule and provide for as "broad a coalition as possible" within the government.

US tops Russia, China in women's gym qualifying

(AP) ? The U.S. women are atop the Olympic gymnastics standings, as expected, with little standing in their way ? except themselves.

More than the Russians, Romanians and Chinese, the biggest challenge for the gold medal may come from how they deal with world champion Jordyn Wieber's failure to qualify for the all-around final Sunday. She was bumped by her best friend on the very last routine.

"I'm definitely worried," national team coordinator Martha Karolyi said. "You try to find words ... what do you say? But the fact is the fact. She did her best. She was edged by her teammates."

A heavy favorite for gymnastics' biggest prize ? and the attention and riches that go with it ? Wieber lost her chance with a series of uncharacteristic mistakes. She wound up with the fourth-best individual score in qualifying, but countries are limited to two gymnasts in the all-around and event finals and pal Aly Raisman and Gabby Douglas were ahead of her.

Russia's Viktoria Komova, who was runner-up to Wieber at last year's world championships, is ahead of all three Americans.

The 17-year-old Wieber was sobbing as she made her way through the mixed zone, so distraught she couldn't speak to reporters. Later on Twitter, she thanked fans for "all your love and support."

"I am so proud of our team today and I can't wait for team finals!!" she wrote.

It could be a historic competition for the Americans, who breezed to the top of qualifying with a score of 181.863 points and then waited to see if Russia, Romania or defending Olympic champion China could match it.

No one came close. Russia, runner-up to the U.S. at last year's world championships, was 1.4 points back (180.429) while China (176.637) and European champion Romania (176.264) were well behind.

"We knew the Americans were going to be up there," said Rebecca Tunney of Britain, which was in the same qualifying session as the Americans. "They're going to be unbeatable."

Scoring starts from scratch in Tuesday's team finals. The Americans are the strongest team top to bottom ? if they can get their heads around Wieber's woes.

After congratulating Raisman, Wieber rushed off to try to compose herself ? unsuccessfully. Her teammates were similarly shell-shocked, with Raisman looking particularly stunned.

"I was really surprised, and I feel awful because she wanted it so bad," Raisman said. "But she should still feel proud because she's an Olympian. We have to stay calm and focused on team finals."

The Americans have only one Olympic title, winning it back in 1996 with the Magnificent Seven. They arrived at the last two Olympics as world champions, only to leave without gold both times. But this team is stronger than the 2004 and even 2008 squads, and has a swagger LeBron and his buddies would appreciate.

Part of that is skill, a collection of gymnasts who do the most difficult tricks in the world yet make them look like child's play. But the Americans' have a unique bond, too, a closeness that comes from traveling the world together for events and spending weeks at the Karolyi ranch for training, little to keep themselves entertained besides each other.

Wieber, Raisman and McKayla Maroney are so close they talk or message each other every day, no matter where they are on earth.

But a shock like this can shatter even the tightest of bonds ? if they let it.

"That's what I told her. She's going to handle this with as much class as she handled the victories. Make no excuses," said John Geddert, the U.S. coach and Wieber's personal coach. "The job's not done yet. Team USA has got a big day on Tuesday."

Only four reigning world champions have won Olympic gold, with Ukraine's Lilia Podkopayeva the last in 1996. If anyone was going to avoid the 16-year curse of world champions going without Olympic gold, it was going to be Wieber. She had lost only two all-around competitions ? both to U.S. teammates ? since 2008, and the only thing more impressive than her gymnastics was her steely composure.

But Wieber appeared vulnerable these last few months while Raisman and Douglas have been on the rise. Wieber's troubles began on vault, when she stepped slightly out of bounds. Then there was a form break on uneven bars, followed by a few wobbles on balance beam. On floor exercise, she got too much power on one of her massive tumbling passes and had to steady herself with a step back ? right out of bounds. It was only a 0.10 point deduction, but it put her squarely on the all-around bubble with Raisman, the world bronze medalist on floor, still waiting her turn.

Raisman needed less than a 15 to knock Wieber down to third place, and she got it easily ? and then some. She gets such great height on her tumbling passes that you could park a Mini Cooper beneath her; and she lands them with such pinpoint accuracy you want to check her feet for glue. The crowd was grooving and moving to her "Hava Nagila" music, and she lit up the arena with her performance and smile.

As Raisman climbed off the podium, Douglas, Maroney and Kyla Ross greeted her with hugs. By then, Wieber had already disappeared, knowing her chance at the Olympic title had, too.

"I'm devastated for her," said Geddert, who has trained Wieber her entire career. "Things just didn't go her way today. It's not that she had a bad day, it's that other people stepped up and did better."

The sudden shift in fortunes put a damper on what was otherwise a spectacular day for the Americans.

"We knew the Americans were going to be up there," said Rebecca Tunney of Britain, which was in the same qualifying session as the Americans. "They're going to be unbeatable."

The Americans won the world title by four points last year ? pretty much a runaway ? and they've gotten even better, particularly on vault.

All four Americans do Amanars, one of the toughest vaults in the world ? a roundoff onto the takeoff board, back handspring onto the table and 2.5 twisting somersaults before landing. It's got a start value ? the measure of difficulty ? of 6.5, a whopping 0.7 above the vault most other gymnasts will do, and it gives the USA a massive advantage after just one event.

Even worse for their rivals, the Americans make those vaults look easy. Douglas' toes were so pointed in the air she looked like a directional arrow while Maroney's legs were ruler straight. Each American took a hop on their landing, but it was a minor deduction and the U.S. left the event with a score of 47.633.

Compare that to the Russians, who, despite Komova and Maria Paseka doing Amanars, still gave up 1.3 points on that one event.

They got some of it back on uneven bars, where Komova looked like a ballerina as she pirouetted on the upper bar. But the Americans also had the highest scores on balance beam and floor exercise ? even with Wieber, Douglas and Ross going out of bounds.

Give Raisman some credit for that. She may not have Douglas' elegance or magnetic smile, but she is steady and solid, and her routine on balance beam is a wonder to behold. She lands her skills with such assuredness she may as well be doing them in an open field rather than a 4-inch wide beam that's 4 feet in the air, and there was barely a wiggle on her dismount.

Raisman scored a 15.1 or better on all but one event, and made the finals on both floor and balance beam.

"I think that we were really strong out there today," said Raisman, the team captain. "Hopefully, we can do the same in finals."

That depends on how well Wieber can put Sunday's disappointment behind her.

"We will deal with that. We will try to help her as much as possible," Karolyi said. "I would be very disappointed, too. She is reigning world champion, also U.S. champion. Today she wasn't quite as sharp. She was very good, but not quite as sharp and the other two girls surpassed her. So we will give her all the support.

"What can you do? Sport is sport."

Israel thanks Obama for security agreement

Israeli Defence Minister Ehud Barak thanked US President Barack Obama for his decision to reinforce security and military cooperation with the Jewish state, his office said on Saturday.

"Mr Barak welcomes President Obama's decision to sign a law reinforcing cooperation in defence affairs between America and Israel, including the decision to grant an extra $70 million in aid towards the 'Iron Dome' project," his office said in a statement.

"This new law... is a new expression of the ongoing support of the (Obama) administration and the US Congress towards the security of the state of Israel," it added.

Obama signed the law on Friday surrounded in the Oval Office by representatives of the pro-Israel lobby AIPAC and by US lawmakers.

He said the law, which gives Israel preferential access to US arms and munitions, "underscores our unshakable commitment to Israel's security."

The US leader also saluted the $70 million contribution this year to the Iron Dome missile defence system, designed to protect Israel against rocket attacks from Islamist militants in Lebanon and the Gaza Strip.

The project has received $205 million in US funding since its inception.

    Brewer student's film wins Maine Student Film and Video Festival ...

    BANGOR, Maine ? Despite dabbling in filmmaking since the age of 6 and producing and-or directing several short films over the last 10 years, Jacob Caron had never entered a film in a competition.

    Knowing about his love and interest for filmmaking, Tam Caron ? one of his aunts ? suggested he produce one and enter it in the 35th annual Maine Student Film and Video Festival.

    The only problem was the Brewer High School student had just two weeks to create, edit and submit a film by the festival deadline.

    ?The good news was the festival rules weren?t too limiting. The bad news was I had two weeks to do it and it was the last two weeks of school,? said Caron, who lives in Eddington. ?But I thought about it and figured I might as well go for it. No guts, no glory.?

    Just over a month later, the 17-year-old senior-to-be is basking in the glory after his short film titled ?Freedom of the Press? beat out 29 other entries and won the festival?s grand prize.

    ?I think there were 29 other film entries. It was kind of overwhelming. When I found out I won, I couldn?t believe it,? Caron said. ?I expected someone else with a more dramatic or thematic film to win.?

    Caron?s 13-minute film is part ?Goodfellas,? part ?Untouchables,? part ?Stand By Me? and part ?Doogie Howser, M.D.? without the M.D. It chronicles the activities of the New England Mafia, run by the youngest organized crime boss in the country, and a young, crusading journalist who has been hired by a local newspaper editor to do an expose on the criminal organization.

    ?This is by far the longest film I?ve done. The previous longest one was seven or eight minutes,? said the son of Drew and Nancy Caron. ?My friends and I put this together in two weeks.?

    And they did it under budget. Way under budget.

    ?My friends acted with payment of a large pizza after the shoot,? Caron said with a laugh. ?I think my total expense was about $30 for clothes at Goodwill.?

    Caron not only directed the film, he also acted (playing two parts as a TV reporter and the newspaper editor), filmed, cast and handled most of the production work. He even composed his own musical score.

    ?All the music for this had to be original. I play piano, so that helped me be able to mix a score for the movie,? he said.

    Caron, who also is entering his film in the Portland Film Festival student division, did all the musical scoring on deadline day for the film?s submission.

    The film was shot at various locations all over Bangor, Brewer and Orono, including his mother?s optometrist office. It was a marathon effort packed into a tight time frame.

    ?I could barely keep my eyes open in school some days. We were all exhausted,? said Caron. ?We had several all-nighters, including the last day before the deadline.?

    Caron unintentionally bucked a couple of trends with his movie. He went longer than the suggested 10-minute limit and he elected not to go with a drama filled with imagery, enigma or esoteric, outside-the-box themes.

    ?I wasn?t really too into that, so I figured I?d make something different, and something they hadn?t seen before,? he said.

    At the screening of his film last Saturday, it was apparent many in attendance hadn?t seen this before.

    ?At the screening, there was a big population of children under the age of 10 because they grouped all the kids? films together with the older one,? Caron explained. ?Once the F-bombs started and the lead pipe [used in an implied mob beating scene] came out, the theater doors started opening and kids started leaving.

    ?There were a few dirty looks from parents and about half the theater cleared.?

    Still, Caron, whose older sister Rachel is majoring in performing arts in college, got high marks from the three judges at the competition and won a two-week scholarship to the Maine Media Workshop to learn from filmmakers, editors and videographers from all over the world earlier this month.

    ?One of the festival officials said he couldn?t believe this kind of film came from a student,? Caron said. ?They liked the cinematography, camera angles and the lighting.?

    Not bad for a guy whose school doesn?t even have a film club. That made the workshop an even greater opportunity for someone hoping to major in film study at either the University of Southern California or University of California Los Angeles.

    ?The whole thing was a really cool experience,? he said. ?Even with all the sleep deprivation.?

    House leaders: Drought bill may come up next week

    WASHINGTON (AP) ? A House Republican leader said Thursday that the House may take up legislation next week to help farmers and ranchers hit by the drought that has parched much of the nation.

    House Majority Leader Eric Cantor, R-Va., said that in the final week before Congress leaves for a five-week summer recess the House may consider legislation related to "programs and disaster assistance under the expiring farm bill."

    Earlier, House Speaker John Boehner, R-Ohio, told reporters, "I do believe that the House will address the livestock disaster program."

    The two leaders offered few details of the legislation, but it is expected to focus on the livestock industry. Many corn and soybean farmers are partially shielded from drought damage by crop insurance but fewer livestock producers have insurance and the main federal disaster program for them expired last year.

    The drought is driving up the costs of feed, forcing some livestock farmers to reduce their stocks earlier than planned.

    Neither lawmaker discussed how to pay for a revived livestock disaster relief program.

    Rep. Collin Peterson of Minnesota, the top Democrat on the House Agriculture Committee, has estimated that it could cost $2.5 billion to institute a disaster program and enact a short-term extension of the current five-year farm bill, which expires at the end of September.

    The Senate last month passed a $500 billion, five-year farm bill and the House Agriculture Committee this month approved a similar bill. Neither Boehner nor Cantor mentioned the possibility of the full House considering that legislation before the August break.

    The GOP leaders have been reluctant to bring up the farm bill, which reauthorizes disaster relief programs, because of concerns it would be defeated.

    Some House conservatives oppose the farm bill because of the federal subsidies provided to farmers and spending on the food stamp program, which makes up 80 percent of the $100 billion annual cost of the legislation. Democrats in turn are unhappy with plans to trim food stamp spending by 2 percent.

    Cantor, in a floor discussion with the House's second-ranking Democrat, Rep. Steny Hoyer of Maryland, said the Senate farm bill, which has smaller cuts to the food stamp program, does not have majority support in the House. He asked Hoyer whether he would support the House version, and Hoyer said no.

    Changed standards benefit Afghan force report: watchdog

    WASHINGTON (Reuters) - The Pentagon's decision to change the standards used to grade the success of Afghan police and soldiers, who are a centerpiece of U.S. strategy for smoothly exiting the war in Afghanistan, helped it present a positive picture of those forces' abilities, a U.S. government watchdog reported on Tuesday.

    "These changes ... were responsible, in part, for its reported increase in April 2012 of the number of ANSF units rated at the highest level," the Government Accountability Office said in a new report on Afghan national security forces, known as ANSF.

    In a twice-annual report to Congress in April 2012, the Defense Department reported that Afghan police and soldiers "continued to make substantial progress," classifying 15 out of 219 army units as able to operate 'independently with assistance' from foreign advisors. Almost 40 out of 435 police units got the same rating.

    The United States and its NATO allies have poured years of effort and billions of dollars into building up Afghanistan's police and army, which are taking over security as foreign forces prepare to withdraw most troops by the end of 2014.

    While Afghan forces are far larger and better trained than they once were, they remain hobbled by problems including inadequate literacy and weak intelligence and logistics capability.

    "Key definitions used in capability assessments ... have changed several times," the GAO said. Its report said the Pentagon's highest rating for Afghan forces had changed from 'independent' in early 2011 to 'independent with advisors' later that year.

    The Defense Department said that change occurred to better reflect the evolving nature of foreign troops' relationship with local forces, and Afghan units' differing skill levels.

    "The methods and tools used by (the NATO-led mission in Afghanistan) have certainly evolved, but the changes that have been made have been designed to more accurately track the progress of ANSF units," a U.S. defense official said on condition of anonymity.

    "Standards have been made more realistic, but not less rigorous," the official said.

    The GAO added that the change to 'independent with advisors' rating "also lowered the standard for unit personnel and equipment levels from 'not less than 85' to 'not less than 75' percent of authorized levels."

    "Clarity regarding the criteria by which security forces are assessed is critical to congressional oversight of efforts to develop foreign security forces," the GAO said.

    NATO nations may also struggle in future to secure sufficient funding for Afghan forces, who are likely to face a fierce fight against the Taliban.

    Over 10 years after the Taliban government was toppled, the Afghan insurgency remains potent, even though militants were pushed out of some parts of southern Afghanistan following President Barack Obama's troop increase in 2009 and 2010.

    A few days ago, my friend Kathy got a call from her mother Linda asking for some retirement advice. Linda is 60 and she plans on retiring soon ? in the next year or two ? but she?s also very concerned about the stock market. In her mind, the best retirement funds would be any that give her a decent return (at least 5%) but don?t expose her to any risk.

    I was speaking with Kathy recently on another matter when she brought her mother?s question up. I told her that Linda?s request was understandable ? many soon-to-be retirees think this way. The problem is that this kind of framing is actually rather dangerous.

    As you can imagine, Kathy was taken aback by my comment so I explained further.

Will she still have enough money to stay retired? Linda was only focusing on the short-term and completely ignoring her long-term risk.

    I understand why Linda is doing this, of course. When she retires, she won?t be able to earn more money and as a result, she wants to make sure that she doesn?t lose her capital. That makes sense.

    But when Linda thinks about retirement investing, she has to consider both the time frame until she retires and the time frame after she retires. So if Linda is 60 today and wants her money to last until she reaches age 95, her time frame is 35 years.

    That being the case, she should ask how to invest that money to provide the least risk and the greatest retirement income over that extended period of time. Of course she cares about short-term security, but she needs to think about long-term security as well. And the smartest way to invest over a long-time period means she has to include at least some equity investments in her portfolio. Unfortunately, the price she?ll pay in order to do that will be accepting some short-term risk.

    Over the long-run, even a balanced portfolio should do the job of providing income, safety and growth ? but it will not give her a risk-free portfolio.

    The Other Option

    She can invest in the bank and she?ll have a ?safe? investment that won?t fluctuate in value. That?s going to make her feel secure over the short-run, but over time, those low returns will not keep up with inflation. Linda will find herself eating into the principal sooner or later. When she runs through all her money, how much security is she going to have? Not much.

    Linda has an emotional need for short-term security ? I understand that ? but she also has an objective need for investments that can reduce the real inflation risk she faces over the long-run. These two needs conflict with each other, and the solution is for Linda to compromise and invest based on her intellect rather than her emotions.

    Looking for long-term investments that provide great income and no risk is like going to the Ghirardelli Chocolate factory and asking for the best chocolate that doesn?t make you fat. It doesn?t exist. Everything has trade-offs.
