On Friday, November 9, before markets opened, Canadian oil and gas producer Enerplus Corp (ERF) reported a third-quarter loss due to asset impairments and noted it expects growth to slow down in 2013. Net loss in Q3 was $63.5 million Canadian (about $63.6 million U.S., with a roughly even exchange rate) or $0.32 per share, compared with a net income of $111.3 million or $0.62 Canadian cents per share in Q3 of 2011. Shares of ERF closed by 14.46 percent lower of Friday, largely in response to the report.
The primary difference, year over year, is the significant decline in natural gas prices, though the company also recorded exploration and evaluation impairments of about $114 million, and had total capital expenditures of $167 million. Enerplus' daily production during Q3 averaged 81,573 barrels of oil equivalent per day, an 11 percent increase from a year ago, but down slightly from Q2 of 2012. During Q2, Enerplus reported an average production rate of 82,108 BOE/day. The company noted that its oil and liquids volumes grew by 24 percent year-over-year, and now represent just under 50% of total production. By percent, oil and liquids increased by one percent quarter over quarter, compared to a seven percent increase last quarter.
Enerplus also cut its average production forecast for full-year 2012 by two percent to 82,000 BOE/day. At least part of this cut may be due to the sale of its Manitoba assets, which produced 1,600 BOE/day, as well as its interest in Laricina Energy. The company also noted that a slowing level of activity in the Marcellus shale in Pennsylvania will further postpone natural gas production from the asset. The company also noted that it will reduce its capital spending by 20 percent next year.
Enerplus has been forced to sell some assets in order to fund its capital expenditure costs and continue fueling its long-term growth objectives, including shale assets it owns in the United States. Declining natural gas prices have pressured the company to sell assets and delay natural gas production growth. At the same time, Enerplus has been forced to sell some assets in a buyer's market for them due to necessary asset sales by larger entities such as Chesapeake (CHK). Also, production costs have generally increased in 2012, with ERF increasing its expectations for 2012 average operating cost to $10.70 per BOE from $10.40.
Enerplus shares spent much of the first half of 2012 in decline, following natural gas down the charts, and a spike down for oil prices that occurred in May. On June 12, Enerplus cut its monthly dividend in half, from $0.18 cents to $0.09. After ERF cut its dividend, oil and gas prices stabilized and subsequently increased, and by the end of the third quarter, Enerplus had appreciated by about 40 percent from its bottoming out in late June.
Over the last month, though, and including a sell-off that followed this Q3 report, shares of ERF have fallen by about 20 percent and are again nearing their 2012 lows. See a recent performance chart: (click to enlarge)
Some of this recent selling appears to be an overreaction to ERF's quarterly results, but continuing losses and/or further energy commodity declines could certainly exacerbate ERF's present condition. Given ERF's current condition, another asset sale announcement is likely forthcoming.
Enerplus may also announce changes to its dividend reinvestment plan, though such is no certainty. Enerplus' current Stock Dividend Program allows shareholders to receive dividends in the form of shares of Enerplus at a 5% discount to the current market price instead of a cash dividend. When Enerplus cut its dividend in Q2, the move was soon followed by Pengrowth (PGH), which recently suspended its Premium Dividend Program. Perhaps, this time, Enerplus will follow Pengrowth.
Another issue that could be weighing on ERF shares is Canada has been mulling over the sale of some companies to foreign national corporations. Last month, Canada denied a bid by Malaysia's state-owned oil company, Petronas, for Progress Energy Resources Corp, arguing that the deal did not provide a net benefit to Canada. Also, a larger deal by China's state-owned oil company, CNOOC, for Nexen Energy (NXY) is still being considered. It appears Canada is not against the idea of such sales, but instead interested in increasing the price of Petronas' offer. Either way, the uncertainty makes the sale of other Canadian oil and gas companies less probable, and that is also weighing down those other Canadian energy equities. The consummation of either such deal would likely reduce this uncertainty and provide a boost to the entire Canadian energy sector.

JOHANNESBURG (AP) -The South African Football Association says four second-tier players have been killed in a car accident in the same region where national team assistant coach Thomas Madigage died in a crash last month.
SAFA says early police reports indicate the players from the Polokwane City club died while returning from a game against Atlie FC late Sunday afternoon in the northern province of Limpopo. The teams are in South Africa's First Division, one below the top-tier Premier Soccer League.
SAFA did not initially name the players or give any more details of the accident.
Madigage, the 41-year-old assistant to Bafana Bafana head coach Gordon Igesund, died last month when his car collided with a donkey on a highway in Limpopo, about 300 kilometers (185 miles) from Johannesburg.

Really? Few?others make that assertion about the Obama victory.
And normally, the words voter suppression refer to efforts by the politically powerful to make it harder for people ? especially people who might oppose the politically powerful at the polls ? to cast ballots. The online reference Wikipedia defines it as tactics that "can range from minor ?dirty tricks? that make voting inconvenient, up to blatantly illegal activities that physically intimidate prospective voters to prevent them from casting ballots.?
Mr. Rove, a force behind big-money ad campaigns aligned with Republican candidates, appeared to redefine the term.?
Appearing on Fox News Thursday, Rove implied that Obama?s suppression strategy was to make Romney unlikeable, so that the Republican?s potential supporters wouldn?t show up to vote for him.
?He succeeded by suppressing the vote, by saying to people, 'you may not like who I am, and I know you can?t bring yourself to vote for me, but I?m going to paint this other guy as simply a rich guy who only cares about himself,' ? Rove said.
By his definition of suppression, it sounds just like traditional ?opposition research? and negative advertising. Does Rove (himself a purveyor of negative ads in his work for George W. Bush and now at the Crossroads GPS group) have some different point to make, or is this just sour grapes over the election outcome?
Fox News host Megyn Kelly responded to Rove. ?But I mean [Obama] won, Karl, he won.?
Before she interjected, Rove had also said this: Obama has become ?the first president in history to win a second term with a smaller percentage of the vote? than four years before.?
That doesn?t necessarily prove anything about vote suppression. But it leads into a broader, and legitimate, debate.
Whether one calls it suppression or not, there?s genuine hand-wringing among Republicans over what some call the ?missing voter? conundrum ? a dearth of white-voter turnout that caught many by surprise.
Although ballot counts for African-Americans, other nonwhites, and Hispanics all appear to have risen in 2012 compared with 2008, the number of white voters seems to have declined by 6 million or more. Sean Trende, an election analyst at RealClearPolitics, estimates the number of white no-shows is even larger once you account for the population changes, as well as for the 2012 ballots that remain uncounted.
?We find ourselves with about 8 million fewer white voters than we would expect given turnout in the 2008 elections and population growth,? Mr. Trende wrote Thursday. (Whites were the voters for whom Romney had the biggest appeal.)
The no-show pattern surprised many conservatives, who thought their base was energized to vote.
The definitive story of why the expected voters didn't materialize, and how much impact it had on the outcome, remains to be unearthed. Negative ads against Romney might have played a role. And by some early accounts, one big factor was Republicans' failure to mount successful "get out the vote" efforts in key states.

BERLIN (Reuters) - German lawmakers expressed alarm on Friday at the state of human rights in Russia since Vladimir Putin returned to the Kremlin in May and urged Chancellor Angela Merkel to press Moscow on its treatment of critics when she visits next week.
A parliamentary motion, written by Merkel's center-right coalition parties, asks the German government to campaign for greater democracy and rule of law in Russia, as well as seeking just treatment for anti-Putin campaigners such as jailed members of the punk group Pussy Riot.
Although the motion is non-binding it increases the pressure on Merkel to take a tougher stand on Russia - which has close energy and trade ties with Germany - although this could strain her relations with Putin, which have never been warm.
"Russia has taken legislative and judicial measures since May 7 aiming to control active citizens, criminalize critical engagement and create a confrontational course with government critics," Andreas Schockenhoff, a lawmaker from Merkel's Christian Democrats, told parliament.
Putin was sworn in as president on May 7, returning to a post he had held from 2000-2008 after serving four years as prime minister. Since then he has clamped down on dissent.
"When... democratic standards are reversed, rule of law is restricted and repressive tendencies are accentuated, we can't stand by indifferently. It fills us with deep concern," said Schockenhoff, the government's co-ordinator for Russian and German civil ties. However, he said that far from isolating Moscow, Germany wanted to strengthen relations.
TRADE PARTNERS
Merkel will hold talks with Putin on November 16, before a larger group of Russian and German ministers discuss energy and business ties. Germany is a major exporter to Russia and depends on Russian oil and gas for a large part of its energy needs.
Merkel will therefore be wary of alienating a man who bristles at being lectured from abroad.
Her visit to Russia coincides with the end of the Petersburg Dialogue, an annual conference in which German and Russian business people, lawmakers and civil organizations discuss the state of their relations and areas for development.
The Russian Foreign Ministry has already hit out at Schockenhoff, saying it refuses to recognize him as a representative of the German government. Schockenhoff is due to chair discussions on civil society at the Petersburg Dialogue.
Schockenhoff told Reuters this week the motion was not a form of meddling but rather showed German lawmakers wanting to encourage what he described as a very lively discussion taking place in Russia itself.
Berlin has grown increasingly disappointed with Russia's course under Putin and his predecessor Dmitry Medvedev, who is now prime minister.
By contrast, Merkel's predecessor, Social Democrat Gerhard Schroeder, cultivated a hearty rapport with Putin, referring to him as a "flawless democrat".
Schroeder now works as chairman of Russian gas producer Gazprom's Nord Stream gas pipeline from Russia to Germany. He has adopted two children from Russia.

Corel's image editor, PaintShop Pro, has since 1990 been a low-cost alternative to Adobe Photoshop (which first appeared in 1988) and the later Photoshop Elements (2001).Though it offers a lot of image manipulation, during its whole existence PaintShop Pro has lagged behind Adobe's products in both capabilities and slickness of interface. This latest PaintShop Pro X5 version adds some major features we've already seen elsewhere?face tagging, mapping, and Instagram-like one-click photo effects. That's not to say Corel hasn't innovated, with its own twists on these features. At $59.99, is still a bargain compared with its Adobe competitors, but it also still trails in deep features and usability.
Installing
PaintShop Pro is available in regular edition for $59.99 and an Ultimate edition that adds Reallusion FaceFilter Studio 2.0 portrait enhancement tools, Nik Color Efex Pro 3.0 filters, and a collection of royalty-free images, brushes and textures. You can download and install a full-function 30-day trial version of PaintShop Pro X5 from Corel's site. It's a 138MB download, and the installer unfortunately tries to side-load a browser toolbar, which you can deselect if you're alert during installation.
Interface
The interface is little changed from X4's, but with competitors like Adobe Photoshop Elements 11 cleaning up their interfaces considerably, PaintShop's remains overly cluttered with buttons, icons, rulers, panels, and menus. It's a standard three-panel affair, with folder navigation on the left, the main image view in the center, and an info and action panel on the right. Along the bottom is your filmstrip view of photos in the current folder, aka the "tray." I do like how you can undock or hide any panels to taste. You can choose interface colors other than the default (and best, to my eyes) dark gray. An odd choice here is a distracting baby blue.
In contrast to the busy working area, three simple mode selectors grace the top of PaintShop's window?Manage, Adjust, and Edit. Most photo workflow apps add one or more output modes?Print, Web, and so on. Lightroom is the king of this, with the ability to customize which modes appear to taste. The Adjust Mode doesn't actually offer all of the adjustments the program is capable, of instead just offering some quick fix options, similar to Photoshop Elements' new design. One thing I'd like to see in PaintShop is a simple Revert button, for when you've gone beyond the pale with editing and need to start over. An optional History panel shows all your previous actions, and can even run scripts.
Importing and Organizing
Importing is a weak point for PaintShop Pro. It adds a "Review Photos" entry to the AutoPlay dialog that pops up whenever you plug camera media into your PC. But I had to navigate down to the folder where the captures resided, while Photoshop Elements found them for me. PaintShop does have an Import menu choice, but while it found my iPhone, it didn't find the photos on an SD media card. Of course, you could just use Windows' pretty good photo importer, which even lets you tag pictures on the way in, but Adobe Photoshop Element's import capabilities beat PaintShop's.
The app's documentation claims that you don't really need to specifically "import" images?PaintShop will enter any photos you open in its database, keeping track of changes and optionally keeping a copy of the original. But this isn't helpful when you're viewing photos on a memory card. It also means you have no way to preview raw camera photos before import or select only some for import as you can in the competition. Though I could do this with my iPhone photos, once I hit the import dialog's Get Pictures, I got an error message saying the file couldn't be written.
Once you've got images in, the Quick Review, summoned by double-clicking a tray thumbnail, shows your photos in full screen, with controls at the bottom for rating, discarding, zooming, and moving to the next or previous image. Doing this last with large raw camera files was still slow when they were on the SD card, faster when moved to disk, and simplifies quickly deciding on photos' merits.
PaintShop Pro gives you the usual ways to organize images?star ratings from 1 to 5 and tags that can be easily set from a sidebar Info panel, though not from a control that appears when you hover the mouse cursor over the image, as you can in Photoshop Elements. An Auto Group option lets you keep photos shot within a specified time frame together. And you can have the program create Smart Collections, specifying parameters like date range, name, caption, size, or tags. You can easily zoom in on the thumbnails or even beyond 100 percent size in Manage mode, which Elements' Organizer for some reason doesn't allow.
Faces. Now added to the usual organizing tools are face and place organizers. To get started with face recognition, you select some photos in a collection and hit the head icon and choose Find People. This doesn't work if you've selected photos from a computer folder?only from a collection. I scanned all my 1320 image files for faces, which took about 7 minutes. Once it was done, I could either attach a name on a photo's full preview, or switch to thumbnail view to see groups of found faces.
As with all face detection, non-faces (shrubs and such) were misidentified, but it seemed like more than most apps. Also, the same person's face would often appear in multiple groups, and there were a lot of ungrouped photos that contained the same faces that had a group. For the former, I could hit an X to easily ignore the non-faces.
The program doesn't have as clear or effective a system for "learning" a face as other apps do, though when click in the name box, occasionally a previous name appears. But if it doesn't, even when you start typing, suggestions from previous names you entered don't show up. Another problem is that the grid view doesn't zoom into the face, so if there's more than one face in the photo, you don't know which you're naming.
Once you've face tagged, you can select a person's name from the Collections panel to show just photos containing the named person's visage. But after that, there are no fun options like collages or face movies.
Maps and Location. PaintShop Pro's new mapping capability does include a nifty sharing project, called Share My Trip, but first let's take a look at the basic location feature. It can use embedded GPS data in the photos, or you can manually place them on a map integrated into the program or import a KML file.
The easiest, automatic way is if you have GPS data embedded in the photo files?usually the case for smart phone pictures. With those, you don't have to do anything; the program creates Collections based on location, which you can filter on. You can also import location from your Facebook check-ins. In Manage mode, one of the main view options along with Preview and Thumbnails is Map Mode. This shows a map with pins for each photo's location. A search box even lets you find specific locales.
Now for the Share My Trip feature. The sharing comes courtesy of Facebook and Dropbox?yes you need an account in both for the online sharing though you can create your geographical pictorial locally, too. You select applicable photos in the tray, and then run through a wizard, logging into both services for web sharing. The result was attractive, with a filmstrip across the bottom and a map with large thumbnails at each location. You can also simply view a small slideshow of the geo-tagged photos. Not as high-production-values as iPhoto's Places slideshows, but nice enough.

ScienceDaily (Nov. 7, 2012) ? Researchers at the Wyss Institute for Biologically Inspired Engineering at Harvard University have mimicked pulmonary edema in a microchip lined by living human cells, as reported November 7 in the journal Science Translation Medicine. They used this "lung-on-a-chip" to study drug toxicity and identify potential new therapies to prevent this life-threatening condition.
The study offers further proof-of-concept that human "organs-on-chips" hold tremendous potential to replace traditional approaches to drug discovery and development.
"Major pharmaceutical companies spend a lot of time and a huge amount of money on cell cultures and animal testing to develop new drugs," says Donald Ingber, M.D., Ph.D., founding director of the Wyss Institute and senior author of the study, "but these methods often fail to predict the effects of these agents when they reach humans."
The lung-on-a-chip device, which the team first described only two years ago, is a crystal clear, flexible polymer about the size of a memory stick that contains hollow channels fabricated using computer microchip manufacturing techniques. Two of the channels are separated by a thin, flexible, porous membrane that on one side is lined with human lung cells from the air sac and exposed to air; human capillary blood cells are placed on the other side with medium flowing over their surface. A vacuum applied to side channels deforms this tissue-tissue interface to re-create the way human lung tissues physically expand and retract when breathing.
Wyss Technology Development Fellow Dongeun Huh, Ph.D., who also holds appointments at Boston Children's Hospital and Harvard Medical School, studied a cancer chemotherapy drug called interleukin-2 -- or IL-2 for short -- in the lung-on-a-chip. A major toxic side effect of IL-2 is pulmonary edema, which is a deadly condition in which the lungs fill with fluid and blood clots.
When IL-2 was injected into the blood channel of the lung-on-a-chip, fluid leaked across the membrane and two tissue layers, reducing the volume of air in the other channel and compromising oxygen transport -- just as it does in lungs of human patients when it is administered at the equivalent doses and over the same time course. Blood plasma proteins also crossed into the air channel, leading to the formation of blood clots in the air space, as they do in humans treated with IL-2.
But one result came as a surprise.
It turns out the physical act of breathing greatly enhances the effects of IL-2 in pulmonary edema -- "something that clinicians and scientists never suspected before," Ingber says. When the team turned on the vacuum attached to the chip to simulate breathing, it increased fluid leakage more than three-fold when treated with the clinically relevant IL-2 dose, and the Wyss team confirmed that the same response occurs in an animal model of pulmonary edema. This result could suggest that doctors treating patients on a respirator with IL-2 should reduce the tidal volume of air being pushed into the lungs, for example, in order to minimize the negative side effects of this drug.
Most exciting for the future of drug testing was the Wyss team's finding that "this on-chip model of human pulmonary edema can be used to identify new potential therapeutic agents in vitro," Ingber says. The pulmonary edema symptoms in the lung-on-a-chip disease model could be prevented by treating the tissues with a new class of drug, a transient receptor potential vanilloid 4 (TRPV4) channel blocker, under development by GlaxoSmithKline (GSK). In a separate study published by the GSK team in the same issue of Science Translation Medicine, the beneficial effects of TRPV4 inhibition in reducing pulmonary edema were independently validated using animal models of pulmonary edema caused by heart failure.
"In just a little more than two years, we've gone from unveiling the initial design of the lung-on-a-chip to demonstrating its potential to model a complex human disease, which we believe provides a glimpse of what drug discovery and development might look like in the future," Ingber says.
The cross-disciplinary, multi-institutional team that was led by Ingber and Huh also included Wyss Postdoctoral Fellow Daniel Leslie, Ph.D.; Benjamin Matthews, M.D., assistant professor of pediatrics in the Vascular Biology Program at Boston Children's Hospital and Harvard Medical School; Wyss Institute Researcher Jacob Fraser; Samuel Jurek, a researcher at Boston Children's Hospital and Harvard Medical School; Senior Wyss Staff Scientist Geraldine Hamilton, Ph.D.; and Senior Scientific Investigator Kevin Thorneloe, Ph.D., and Investigator M. Allen McAlexander from GlaxoSmithKline. Ingber is also the Judah Folkman Professor of Vascular Biology at Harvard Medical School and Boston Children's Hospital, and Professor of Bioengineering at Harvard School of Engineering and Applied Sciences.
"Organs-on-a-chip represents a new approach to model the structure, biology, and function of human organs, as evidenced by the complex breathing action of this engineered lung. This breathing action was key to providing new insight into the etiology of pulmonary edema," said Dr. James M. Anderson, M.D., Ph.D., director of the NIH Division of Program Coordination, Planning, and Strategic Initiatives that provided partial support for this research through the Common Fund's Regulatory Science program. "These results provide support for the broader use of such microsystems in studying disease pathology and hopefully for identifying new therapeutic targets."
The work was funded by the National Institutes of Health (NIH) and the Food and Drug Administration (FDA), Defense Advanced Research Projects Agency (DARPA), and the Wyss Institute for Biologically Inspired Engineering at Harvard University.

ScienceDaily (Nov. 7, 2012) ? Vancouver researchers have discovered the cellular pathway that causes lung-damaging inflammation in cystic fibrosis (CF), and that reducing the pathway's activity also decreases inflammation. The finding offers a potential new drug target for treating CF lung disease, which is a major cause of illness and death for people with CF.
"Developing new drugs that target lung inflammation would be a big step forward," says Dr. Stuart Turvey, who led the research. Dr. Turvey is the director of clinical research and senior clinician scientist at the Child & Family Research Institute and a pediatric immunologist at BC Children's Hospital. He is an associate professor in the Department of Pediatrics at the University of British Columbia.
The research was published online last week in the Journal of Immunology.
For the study, researchers compared the immune response of normal lung cells with that of CF lung cells after exposing both types of cells to bacteria in the lab. In healthy cells, exposure to bacteria triggers the cell to secrete special molecules that attract immune cells to fight the infection.
In CF lung cells, the researchers discovered that a series of molecular events called the unfolded protein response is more highly activated. It causes the CF lung cells to secrete more molecules that attract an excessive amount of immune cells, which leads to increased inflammation.
They also found that treating the CF cells with a special chemical normalized the unfolded protein response and stabilized the cells' immune response.
CF is the most common genetic disease affecting young Canadians. One in every 3600 children born in Canada has CF. There is no cure. A build-up of mucus in the lungs causes people with CF to be susceptible to bacterial lung infections, which trigger inflammation and swelling. Over time, the recurring cycle of infections and inflammation damages the lungs and can lead to the need for lung transplantation. The only treatments for lung inflammation are steroids and anti-inflammatory medications, which can have significant side effects.
The researchers are planning further study to validate these findings in a larger number of lung cell samples from people with CF.
This discovery resulted from a collaboration among Vancouver investigators and trainees based at the Child & Family Research Institute at BC Children's Hospital, the University of British Columbia, and the Providence Heart + Lung Institute at St. Paul's Hospital.
This research was funded by Cystic Fibrosis Canada and the Michael Smith Foundation for Health Research.
